To do so, they raised prize caps, meaning that the odds of winning a particular jackpot grew smaller and smaller. The prize cap in New York, for example, went from one-in-three million to one-in-fifty million. Winnings, which are usually paid out in lump sum in the United States, also face a time value of money penalty, and withholdings can eat up a large percentage of the winnings.
